The inventory included all emissions of regulated pollutants on an actual (1994) and a maximum potential-to-emit (PTE) basis. Depending on the PTE emission estimate, judgements were made to determine the most appropriate permitting strategy. It was likely that full a Title V operating permit would not be needed. |
